Will a high cut leg suit a shorter frame?

It usually helps: cutting the leg higher lengthens the line from hip to ankle. What it does not do is add coverage, so a high cut and a full seat are two different requests and the piece will say which it is.

Does a tummy control one piece feel tight?

It feels firm across the front, which is the point of the panel. If you want the smooth line without the compression, a ruched front does a softer version of the same job by breaking up the surface.

Can I swim properly in an open back?

Yes, though a scoop or a cross back holds better under a real stroke than a tie back does. If the swimming is the point rather than the sunbathing, the long sleeve pieces in Cover-Ups hold best of all.
